Spring Meetings

Mr. Bo Li assumed the role of Deputy Managing Director at the IMF on August 23, 2021. He is responsible for the IMF’s work on about 90 countries as well as on a wide range of policy issues. Before joining the IMF, Mr. Li worked for many years at the People’s Bank of China, most recently as Deputy Governor. He earlier headed the Monetary Policy, Monetary Policy II, and Legal and Regulation Departments, where he played an important role in the reform of state-owned banks, the drafting of China’s anti-money-laundering law, the internationalization of the renminbi, and the establishment of China’s macroprudential policy framework. Outside of the PBoC, Mr. Li served as Vice Mayor of Chongqing—China’s largest municipality, with a population of over 30 million—where he oversaw the city’s financial-sector development, international trade, and foreign direct investment. Mr. Li was also Vice Chairman of the All-China Federation of Returned Overseas Chinese. He started his career at the New York law firm of Davis Polk & Wardwell, where he was a practicing attorney for five years. Mr. Li holds a Ph.D. from Stanford University and an M.A. from Boston University, both in economics, as well as a J.D., magna cum laude, from Harvard Law School. He received his undergraduate education from Renmin University of China in Beijing.

Dr. Chris Kiptoo is the Principal Secretary for the National Treasury of Kenya, where he has been at the forefront in implementing fiscal consolidation, debt management, expenditure rationalization, revenue mobilization, and the reform of state-owned enterprises. Dr. Kiptoo has a wealth of experience in economic policy analysis, mainly gained at the Central Bank of Kenya, the Kenya Capital Market Authority, and the International Monetary Fund. Dr. Kiptoo also has valuable experience in environment and climate change policies, trade policy and regional integration, private sector development and advocacy, infrastructure development, institutional development of government institutions, and organizational management, which he acquired at the Ministry of Environment and Forestry, State Department of Trade, and Trade Mark East Africa. He has also helped coordinate economic policy at the then Office of the Prime Minister. Dr. Chris Kiptoo holds a Doctor of Philosophy Degree (PhD) in Finance (International Macroeconomics Finance specialization) from The Nairobi University and a Master of Science (Ag. Economics) and Bachelor of Science (Ag. Economics) degrees from Egerton University. 

Mr. Madrigal López has been the governor of the BCCR since May 2022. He joined the BCCR in 1984 and has served in various positions, including as Chief Economist from 2008 to 2022. He has also taught several econometrics and macroeconomics courses at the University of Costa Rica and the National University of Costa Rica throughout the years. He holds a Ph.D. in economics from Ohio State University, producing a doctoral thesis that focused on the optimal choice of monetary policy instruments in a small open economy under an inflation targeting regime.

Keith E. Hansen is the World Bank Country Director for Kenya, Rwanda, Somalia, and Uganda. Mr. Hansen, who is based in Nairobi, works closely with the four countries to provide innovative products and services that respond to their diverse development challenges and contribute to achieving sustainable economic growth and poverty reduction, with a specific emphasis on COVID-19 recovery. He has a strong track record that spans 30 years of serving clients in different capacities around the globe, including in Africa, Latin America, and the Caribbean. Prior to this assignment, he was the Vice President for Global Practice Solutions, Vice President and Director for Human Development, Sector Manager for Health, Nutrition and Population; and a Senior Advisor in the Office of the World Bank Chief Executive Officer. His areas of expertise include orchestrating multisectoral efforts to pursue sustainable development goals. Mr. Hansen, an American national, holds a Law Degree from Stanford University, a Master of Public Affairs from Princeton University, and a Bachelor’s degree in political science from Yale University.

Before his current position, Mr. Ding served as the IMF mission chief for Suriname, St. Lucia and Kiribati, and as desk economist covering advanced and emerging market economies such as Australia, China, Korea and Sri Lanka. He is a Chinese national and holds a PhD in economics from Cornell University.

Ms. Dora Iakova is the IMF’s Climate Coordinator and a Deputy Director in the IMF’s Strategy and Policy Department. Prior to that, she led the policy work on climate and energy policy issues in Europe and was the mission chief for a number of advanced and emerging market economies, including Spain, the UK, Mexico, Chile and Norway. She has also led cross-country research as a manager in the regional studies divisions for Europe and the Western Hemisphere Departments at the IMF. She received her graduate degree in economics from New York University.
