Fiscal rule frameworks have evolved significantly in response to the global financial crisis. This presentation presents new research on the effectiveness of fiscal rules over the last decade. It covers topics such as the evolution of rule design over time, their ability to contain deficits, how countries have complied with rules in the past, and proposes guiding principles for future reforms.
