How should policy makers choose structural reform priorities? We propose a two-step approach whose main novelty is the inclusion of political economy considerations. Besides considering the economic impact of reforms, policy makers should assess the extent of public support. Priority should be given to reforms that can deliver the highest economic benefit at the lowest political cost.
