CD Talk: Building Resilience to Natural Disasters and Climate Change in the Caribbean

A panel of Fund staff, official, and external CD partner will discuss the work to make the Caribbean countries more resilient to natural disasters and climate change by different stakeholders.

Richard Carter
Foreign, Commonwealth and Development Office (FCDO),

Richard Carter leads the Climate Change and Disaster Risk Reduction programme in the Development Team of the UK’s Foreign, Commonwealth and Development Office (FCDO) in the Caribbean with overall management responsibility for a diverse portfolio of initiatives supporting the development of resilient health infrastructure, renewable energy and energy efficiency development, resilience and recovery building and support for disaster response. Mr. Carter has direct lead responsibility for FCDO Caribbean’s support to the Climate Resilience Execution Agency of Dominica programme and oversees the UK’s technical and policy support to resilience building in the region. His development experience includes work across the Caribbean, Central America, Nigeria and Sierra Leone.

Sònia Muñoz
Western Hemisphere Department,

Sònia Muñoz is the Division Chief of Caribbean I Division and mission chief of the regional consultation for the Eastern Caribbean Currency Union at the Western Hemisphere Department at the IMF. Previously, she worked as Deputy Division Chief at the Monetary and Capital Markets Department, where she was the Financial Sector Assessment Program Mission Chief for Belarus and Bosnia-and-Herzegovina, and Deputy Mission Chief for Japan, Argentina, and Kazakhstan. In over 18 years at the Fund, she also worked on surveillance and program missions in the IMF’s European, Asian, African, and Fiscal Affairs Departments. Her research interests and publications cover macroprudential policy spillovers, financial interconnectedness, inflation targeting, portfolio allocation, competitiveness, pro-poor growth, regional integration, and tax reforms among others. She holds a Ph.D. in Economics from the London School of Economics.

Bruce Stacey
Caribbean Regional Technical Assistance Centre (CARTAC),

Bruce Stacey is a Public Finance Management Adviser at CARTAC since October 2016 after a 26-year career in the Canadian Government. He began working on results-based management in 2001 with the Treasury Board Secretariat (TBS) and was a key contributor to Canada’s Program Alignment Architecture. At TBS he gained extensive experience in public financial management (PFM) and as Executive Director he was responsible for leading 2 years of Canada’s Strategic Review Process. In April 2013 Bruce launched his career as an International PFM consultant spending 3 years in the Philippines as the Sr. Budget Advisor to the Department of Budget and Management.

Rosamund Edwards

Rosamund Edwards is currently serving as Advisor in the Office of the Executive Director for Canada, Ireland and the Caribbean. Until recently, Mrs. Edwards served as Financial Secretary in the Dominica and represented the Government of Dominica as Alternate Governor to the IMF and the World Bank and Director on the Boards of the Caribbean Development Bank, the Eastern Caribbean Central Bank and the Eastern Caribbean Asset Management Corporation.
As Financial Secretary at the Ministry of Finance, Mrs. Edwards advised Government on matters of public finance management and had responsibility for ensuring that the public finances are maintained in a satisfactory condition, monitoring fiscal and economic performance, tax and customs administration and supervision of the non-bank financial sector.
