Capacity Development Talk: Financing the Sustainable Development Goals

The COVID-19 pandemic has halted or even reversed progress toward the Sustainable Development Goals (SDGs) in many countries worldwide. This CD Talk will discuss how countries could mobilize additional revenues, including by enhancing tax systems and modernizing public financial management to resume their progress toward meeting their SDGs.

Valerie Cerra

Assistant Director, IMF Fiscal Affairs Department

Valerie Cerra is an Assistant Director in the IMF’s Fiscal Affairs Department. She was previously the Division Chief of the Inclusive Growth and Structural Policies Division in the Institute for Capacity Development. Before that, she was in charge of Colombia, Panama, and Venezuela in the Western Hemisphere Department and earlier also worked in the African Department, the IMF Institute, the European Department, and the Asia and Pacific Department. She obtained undergraduate degrees in finance and engineering from the University of Pennsylvania, and her Ph.D. in Economics from the University of Washington. Prior to graduate school, she was a financial analyst at a consulting firm in the U.S. Her research publications focus on international macroeconomics, economic scarring, exchange rates, financial crises, and inclusive growth.

Aqib Aslam

Deputy Division Chief, IMF African Department

 

Aqib Aslam is a Deputy Division Chief of the Regional Studies Division in the IMF’s African Department, having worked previously in the European, Fiscal Affairs, and Research Departments. Prior to joining the IMF in 2010, he also worked at Goldman Sachs International, the Bank of England and the UK Government Economic Service, as well as studying for a Ph.D. at the University of Cambridge. His research interests include applied macroeconomics and econometrics.

Dora Benedek

Deputy Division Chief, IMF Fiscal Affairs Department

 

Dora Benedek is deputy division chief of the Tax Policy Division of the IMF’s Fiscal Affairs Department. She undertakes research and leads capacity development missions on tax policy. She also worked in IMF area departments as senior desk for Belarus and Bosnia and Herzegovina, participating in financial programs and economic surveillance. Prior to joining the IMF she worked at the Hungarian Fiscal Council and the Ministry of Finance. She has a PhD from the Central European University.

Scott Caldwell

Deputy Head of the Public Finance and Tax Department, Foreign, Commonwealth and Development Office, United Kingdom

 

 

Scott Caldwell is the Deputy Head of the FCDO Public Finance and Tax Department. He has worked extensively on governance and public financial management in Africa and Asia including long term postings to Nigeria, Rwanda, Ethiopia and Bangladesh.Prior tojoining FCDO in 2007 Scott worked as a Chartered Management Accountant in consultancy roles in the UK and overseas.

Victor Duarte Lledo

Senior Economist, IMF African Department

Victor Duarte Lledo is a Senior Desk for Rwanda in the IMF’s African Department. He monitors the implementation of Rwanda’s IMF arrangement under the Policy Coordination Instrument and oversees and helps coordinate Rwanda’s economic surveillance and capacity development activities within the Fund. He also worked in the IMF Fiscal Affairs Department, participating in capacity development missions on fiscal rules and councils, intergovernmental fiscal relations, and subnational public finances. He served as the IMF Resident Representative for Mozambique between 2010-13. Prior to joining the Fund he worked at the Institute of Applied Economic Research (IPEA) at the Ministry of Planning in Brazil. Victor has a Ph.D. from the University of Wisconsin-Madison.
