The funding needs of emerging market and developing economies’ (EMDE) for climate action are immense. Innovative financing solutions and scaling up private capital are vital to close the funding gap and achieve EMDE climate objectives.

  Kampeta Pitchette Sayinzoga
Chief Executive Officer, Development Bank of Rwanda(BRD)
 

Kampeta Pitchette Sayinzoga has 16 years of professional experience as an international development practitioner on designing and implementing reforms. She is currently the CEO of BRD. As a public institution, BRD’s aim is to be the driver of private sector lending and de-risking instruments and be the main financier of medium- and long-term private investment. Prior to joining the BRD, Kampeta was the Director General of the National Industrial Research and Development Agency under the Ministry of Trade and Industry. She served in the Ministry of Finance and Economic Planning for over a decade including 6 years as the Permanent Secretary and Secretary to the Treasury. Kampeta has also served on the Board of Directors of PTA/TDB Bank, the East African Development Bank, Rwanda Eurobond Committee, GT Bank, the National Capacity Building Secretariat, and Rwanda Revenue Authority. She currently serves on the Executive Committee of Rwanda Bankers Association and Economic Policy Research Network. She holds a Master’s degree in Economic Development and Policy Analysis from University of Nottingham in the UK. 

 
 
  Thomas Östros
Vice President, European Investment Bank (EIB)
 

Thomas Östros’s areas of oversight in the EIB include primarily financing of energy, health and life sciences and development. He also oversees financing operations in Austria, Estonia, Finland, Latvia, Lithuania, Sweden and in some countries outside Europe. Prior to joining the EIB, Mr. Östros worked at the IMF since 2015, serving as Executive Director of the Nordic-Baltic Constituency since 2016. Previously, he had been the Managing Director of the Swedish Banker’s Association, Minister for Fiscal Affairs and Deputy Minister of Finance, Minister for Education and Science as well as Minister for Industry and Trade, serving in government from 1996 through to 2006. His academic background is in economics and public administration.

   
  Anderson Caputo Silva
Division Chief, Connectivity, Markets and Finance, Inter-American Development Bank(IDB)
 

Anderson Caputo Silva is the Chief of the Connectivity, Markets and Finance (CMF) division of the IDB since July 2023. He was formerly Practice Manager for Long-Term Finance and Lead Financial Sector Specialist in the Finance, Competitiveness, and Innovation Global Practice at the World Bank, focused in the areas of capital market development and sustainable finance. Anderson served the Brazilian Treasury, among others, as Head of the Public Debt Strategic Planning Department of the Brazilian Treasury, formulating strategies in domestic and international capital markets for the overall government debt portfolio. He holds a Ph.D. degree in Finance from the University of Illinois at Urbana-Champaign.

   
  Prasad Ananthakrishnan
Chief, Climate Finance Policy, International Monetary Fund
 

Prasad Ananthakrishnan is the Unit Chief of Climate Finance Policy Unit, in the Monetary and Capital Markets Department (MCM), IMF. He leads the IMF’s work on catalyzing the IMF’s Resilience and Sustainability Facility to crowd in climate finance. Prasad has led Financial Sector Assessment Program missions to Germany (2022), Hong Kong SAR (2020) and Peru (2017) and participated in the Indonesia FSAP (2016). Previously, he worked in the Middle East and Central Asia Department of the IMF. He has written a book on the Macroeconomics of the Arab States of the Gulf, published by Oxford University Press (2013), and has several other publications on macrofinancial and climate finance issues. He has a PhD and a Master of Commerce from the University of Mumbai, and MBA from University of Pittsburgh, USA.

  Fabio M. Natalucci
Deputy Director, Monetary and Capital Markets Department(MCM), International Monetary Fund
 

Fabio M. Natalucci is a Deputy Director of the MCM Department with responsibility for the IMF’s global financial markets monitoring and systemic risk assessment functions. He oversees the Global Financial Stability Report that gives the IMF’s assessment of global financial stability risks. He is also responsible for monitoring and evaluating risks and opportunities in sustainable finance markets. Prior to joining the IMF, Fabio was a Senior Associate Director in the Division of Monetary Affairs at the Federal Reserve Board. Between October 2016 and June 2017, Mr. Natalucci was Deputy Assistant Secretary for International Financial Stability and Regulation at the U.S. Department of Treasury. His responsibilities included leading U.S. engagement on financial regulatory cooperation in the G-20, representing the U.S. Treasury at the Financial Stability Board, coordinating between domestic and international post-crisis regulatory reforms, and monitoring developments and vulnerabilities in global financial markets. Fabio holds a PhD in Economics from New York University.
