New Economy Workshop: Exploring Digital Public Infrastructure and GovTech Experiences in Public Finance

OVERVIEW 

 

The workshop, composed of two panels, aims to foster a comprehensive understanding of Digital Public Infrastructure (DPI), especially in its adoption to public finance, and share insights from different countries about their experiences with GovTech ecosystems related to public finance. The format will include expert presentations, analytical discussions, and country-specific experiences to encourage knowledge exchange.

Juan Toro

Fiscal Affairs Department Deputy Director, IMF

Juan Toro is Deputy Director of the IMF’s Fiscal Affairs Department (FAD) since August 2020, in charge of: managing FAD budget; relationship with development partners and fundraising for FAD capacity development (CD), in close coordination with ICD; governance and management of FAD CD delivery; FAD Operations, coordinating FAD CD to WHD from 2024 (EUR in previous years), and overseeing FAD work on GovTech (digitalization of fiscal operations) from 2024. Before August 2020, he was Assistant Director in charge of the IMF’s revenue administration CD to EUR, APD, and MCD regions

David Eaves is Associate Professor of Digital Government and Co-Deputy Director of the Institute for Innovation and Public Purpose at University College London (UK). David’s research focuses the governance and implementation of digital public infrastructure as well as the minimum viable knowledge public administrators need of technology to be effective in a digital era

Gerardo Una is a Senior Economist at the IMF. He leads the initiatives related to digitalization of public finance at FAD and provides advise to a wide range of countries on public finance and digital solutions topics. Prior to join the IMF in 2016, he worked at the Ministry of Finance of Chile, the Ministry of Finance of Argentina, and the Ministry of Finance of Paraguay.

Vishal Gujadhur is a Deputy Director leading the country finance team for Development Policy & Finance.  He leads a team working on issues related to debt, domestic resource mobilization, budgeting, digital public finance, and fiscal advocacy, while also focused on regional country analysis and grant-making. Vishal joined the foundation in 2015 from Standard Chartered Bank, where he helped found the public sector group, which provides advisory services and financing solutions to developing country public entities and multilateral development banks

Michelle Stone is a Deputy Division Chief in the IMF’s PFM Division I, where she leads the Division’s capacity development on digitalization. Before joining the IMF in 2018, Michelle worked in PFM In the Australian Ministry of Finance and in other government agencies.

Sailendra Pattanayak is currently a Deputy Division Chief in the IMF’s PFM Division II. Since joining the IMF in 2006, he has advised a wide range of countries, of all income levels, on PFM, fiscal transparency, and digitalization issues. Prior to joining the IMF, he held senior positions in the Indian federal government, including at the Ministry of Finance

Hisham Abdulmalik AlSheikh serves as the Vice Governor of Shared Services in the Saudi Arabia Digital Government Authority since November 2021. Before joining Digital Government Authority, he was the Deputy CEO of the Saudi e-Government Program "Yesser" from 2019 to 2021.

Dr. Taing Nguonly is Deputy Secretary General of the General Secretariat of Digital Economy and Business Committee and the Director General of the General Department of Digital Economy at the Ministry of Economy and Finance of Cambodia. He oversees various initiatives, including the Cambodia Data Exchange platform, Online Business Registration portal, and Startup Cambodia National Program

Mr. Tan Vanlik is currently a policy researcher under the Digital Economy and Business Committee, Ministry of Economy and Finance of Cambodia, where he helps draft policy concept notes on Digital Economy Agreements and Government Data initiatives

Cigdem Aslan

Fiscal Affairs Department, IMF

Cigdem Aslan is Division Chief in the IMF’s PFM II Division. She is responsible for delivering PFM capacity development in Asia Pacific, Western Hemisphere, and non-Anglophone Africa. She leads the development of a comprehensive PFM analytical agenda focusing on fiscal frameworks, budget and treasury processes, gender budgeting, green PFM, fiscal transparency, infrastructure governance, and fiscal risk management. Before joining the IMF in 2022, she worked at the World Bank's Treasury and Macroeconomics Trade and Institutions Global Practice.
