Capacity Development Talk: Unlocking Climate Action Through Climate Policy Diagnostics

OVERVIEW

Transformative climate policy reforms are key to unlock climate investments at the scale and speed necessary to achieve countries’ ambitious climate goals. FAD Climate Policy Diagnostic (CPD) has helped countries to identify innovative climate policy solutions and put in place critical reforms under the Resilience and Sustainability Facility (RSF) programs to support long-term resilience. The event will showcase experiences from countries that have implemented and benefited from the CPD and supporting CD tools.

Khairuzzaman Mozumder

Secretary, Finance Division, Ministry of Finance of Bangladesh

  

 

Dr. Md Khairuzzaman Mozumder is an accomplished professional with a 30-year career in various fields combining finance, macroeconomics, international economics, customs, trade facilitation, and international development. Previously, he served as the Secretary of the Energy and Mineral Resources Division under the Ministry of Power, Energy and Mineral Resources. Before that, he served as the Additional Secretary (Macroeconomic) in the Finance Division. In addition, Dr. Mozumder served in various capacities in government and international development, holding offices in the Energy and Mineral Resources Division, Ministry of Commerce, National Board of Revenue, Deputy Commissioner’s Office of Bandarban, USAID Programme, Business Promotion Council, and Bangladesh Foreign Trade Institute. He has also served as an adjunct faculty at the Bangladesh Institute of Governance and Management. Dr. Mozumder has a PhD in government (political economy) from the University of Essex in United Kingdom, and a MA in political economy from the McGill University in Canada. He also obtained a MSS in international relations from the University of Dhaka with First Class, and a BSS (Honors) in international relations from the same university. Dr. Mozumder has a number of international publications to his credit. He has an insatiable appetite for reading and likes to listen to music.

 

 

 

 

Natu Mwamba

Permanent Secretary, Treasury, Ministry of Finance of Tanzania

  

Dr. Natu E. Mwamba holds a Ph.D in Economics from the University of Nottingham, United Kingdom and a Master’s Degree from the University of Dar es Salaam. She was appointed as the Deputy Governor of the Bank of Tanzania and the first woman to hold such an executive position at the Bank of Tanzania in June 2011 to June 2017. In January 2023, Dr. Mwamba was again appointed as the first woman to serve as the Permanent Secretary Ministry of Finance in Tanzania. Dr. Mwamba has an academic background where she was a Senior Lecturer at the Dar es Salaam School of Economics before the appointments. She is currently serving as a member of The Board of Directors of the Trade Development Fund under the Trade Development Bank (former PTA). She also served as a Substantive and Alternate Director for the Trade Development Bank Board of Directors, representing Tanzania, Swaziland, Egypt and Djibouti 2016 - 2022. She has served in other various Boards and committees such as CitiBank Tanzania, FSDT, East Africa Aga Khan Foundation Regional Committee, Alliance for Financial Inclusion (AFI) Gender and Women’s Financial Inclusion Committee. Dr. Mwamba is an accomplished researcher with various academic publications to her name, covering various economic, social and women issues. 

 

     

John Uware

Deputy Secretary, Treasury Department, Papua New Guinea

  

John A. Uware is a career Treasury officer and has been with Treasury Department for over 28 years. John is currently in charge of the Economic Policy wing as acting Deputy Secretary since March 2022. In this role, Mr. Uware oversees the four Policy Divisions, namely Macroeconomic Policy, Markets Policy, Sectoral Policy and General Economic Policy divisions. He provides advice to the Minister for Treasury and the Government through the Secretary for Treasury on a wide range of fiscal and economic, budgetary, taxation, debt management, structural policy and public investment related matters. Mr. Uware has previously held other senior positions in Treasury including First Assistant Secretary for the Financial Management Division and Strategy Division, and Deputy Secretary for Strategy and Corporate Services wing. He has previously worked very closely with key international multilateral lending agencies on developmental project financing for PNG and other related matters, including the World Bank, ADB, JICA, IMF, and others. He has a Bachelor of Commerce (Accounting major) from the Papua New Guinea University of Technology in Lae, PNG.

Suphachol Suphachalasai

Senior Economist, Fiscal Affairs Department, IMF

  

 

Suphachol Suphachalasai is a Senior Economist in the Climate Policy Division of the IMF’s Fiscal Affairs Department. His current focus is on providing support to programs under the Resilience and Sustainability Trust (RST) and climate-related capacity development (CD) activities, including on Climate Policy Diagnostics and disaster risk management and financing. Mr. Suphachalasai acted as mission chief of FAD CD missions to Bangladesh, Cameroon, Jordan, and Papua New Guinea and has taken part in a number of CD missions. He also played an important role in FAD’s contribution to the operationalization of the RST and in the development of IMF’s approach to the integration of climate considerations in public financial management. His analytical work spans across climate adaptation and mitigation policy areas. Prior to joining the IMF, Mr. Suphachalasai worked at the World Bank and the Asian Development Bank on climate resilient and low carbon development—both at the policy and investment levels. He holds a PhD in Economics from the University of Cambridge, a MSc in Environmental and Resource Economics from the University College London, and a BA in Economics from Chulalongkorn University.
