OVERVIEW

 

In an era of rapid technological advancements, public finance systems must evolve to meet new challenges and opportunities. This workshop will delve into two critical aspects when considering GovTech approach for public finance: interoperability between digital fiscal platforms and integrating AI technologies for improved efficiency and decision-making of public finance.

Juan Toro

Deputy Director, Fiscal Affairs Department, IMF

 

Juan Toro is Deputy Director of the IMF’s Fiscal Affairs Department (FAD) since August 2020, in charge of managing FAD budget; relationship with development partners and fundraising for FAD capacity development (CD), in close coordination with ICD; governance and management of FAD CD delivery; FAD Operations, coordinating FAD CD to WHD from 2024 (EUR in previous years), and overseeing FAD work on GovTech from 2024. Before August 2020, he was Assistant Director in charge of the IMF’s revenue administration CD to EUR, APD, and MCD regions.

Session 1: Strengthen interoperability of digital fiscal operations

 

OVERVIEW

 

This session will explore strategies to create a more cohesive and connected digital fiscal ecosystem. Interoperability is vital to ensure seamless communication across platforms, enhance data sharing, and improve transparency and efficiency in fiscal operations. The discussion will cover best practices, challenges, and success stories from global GovTech experiences that have successfully implemented interoperable solutions.

Gerardo Una

Fiscal Affairs Department, IMF

 

Gerardo Una is a Senior Economist at the IMF. He leads the initiatives related to digitalization of public finance at FAD and provides advise to a wide range of countries on public finance and digital solutions topics. Prior to join the IMF in 2016, he worked at the Ministry of Finance of Chile, the Ministry of Finance of Argentina, and the Ministry of Finance of Paraguay

Renata Miskell

US Treasury Deputy Assistant Secretary,

Accounting Policy & Financial Transparency

Renata Miskell is the Deputy Assistant Secretary for Accounting Policy and Financial Transparency at the U.S. Department of the Treasury. In this capacity, she promotes financial integrity and operational efficiency across the federal government, focusing on payment integrity, federal accounting policy, financial transparency, and shared services. Before her role at Treasury, Renata served as the Chief Data and Analytics Officer at the Department of Health and Human Services. She also acted as the Deputy Assistant Commissioner for Data at the Bureau of the Fiscal Service, overseeing the enterprise data strategy.

 

 

Marten Ross

Estonian Ministry of Finance Advisor of International Affairs

 

Märten Ross served in the Estonian central bank from 1992 until 2011, being Deputy Governor the last 11 years. Thereafter he was two years an adviser at the Bank of Finland. In 2013 he moved to Ministry of Finance of Estonia to become a Deputy Secretary-General on Financial Sector Policy and International Affairs. Since 2022 he is an adviser on international issues at the Ministry.

 

Beatriz Vasconcellos

University College London (UK)

Beatriz Vasconcellos, from the University College London (UCL), is a specialist in state capacity and public administration in the digital age. She has trained and advised federal and local governments in Latin American, the United States, the Nordics, the Balkans, and African countries on their digital strategies. At UCL, she manages the digital government portfolio, including research on the economics of digital public infrastructure. 

Session 2: Implementing AI in Fiscal Operations

OVERVIEW

 

Artificial intelligence offers the potential to revolutionize public finance, from automating routine tasks to improving predictive analytics for fiscal planning. This panel will focus on practical approaches to integrating AI into fiscal operations, addressing concerns related to data privacy, ethics, and workforce readiness. Thought leaders and practitioners will discuss how AI can enhance decision-making processes, boost operational efficiency, and provide more accurate financial insights.

Hervé Tourpe heads the Digital Advisory Unit at the IMF, and leads a team of digital experts on Govtech, Fintech, digital money, artificial Intelligence and cyber security. His goal is to ensure that IMF staff remains at the forefront of technology advancements, to assist countries in their digital journey

 Davit Gamkrelidze

Head of treasury, Georgia

 

Davit Gamkrelidze is the Head of the State Treasury at the Ministry of Finance of Georgia. In this role, he oversees a wide range of Treasury operations, including cash flow forecasting for the Treasury Single Account, the efficient and secure investment of public funds in financial instruments, the implementation of IPSAS standards, supervision of public sector payment processing, and reporting on the execution of the consolidated budget. He teaches finance-related subjects and serves as an associate professor at Ilia State University, Georgia.

 Marek Rucinski

Australian Tax Office, Deputy Commissioner

Marek Rucinski is the Chief Data Officer and Deputy Commissioner of Smarter Data, the Australian Tax Office (ATO) data and analytics capability. He has strategic responsibility for the development and industrialisation of data, analytics, and insights to support the administration of the tax and super systems, government priorities, and deliver value for the Australian community. This role combines the traditional roles of chief data and chief analytics officers in many other organisations. Marek leads the ATO Data and Analytics Professional Stream, is a member of the senior working group for the APS Data Professional Stream and chairs the APS Data Champions Executive.

Shirin Hamid

Director, Information Technology Department, IMF

 

 

 

 

Shirin Hamid is the Chief Information Officer (CIO) and Director of Information Technology at the IMF. She has more than 20 years of executive leadership in digital transformation and innovative use of information management and technologies for complex, large multinational and multi-dimensional organizations. Prior to the Fund, Shirin was CIO at the Asian Development Bank (ADB) for 6 years, where she led major digital transformations in the organization, spanning over 30 countries. Shirin also held the role of Chief Technology Officer and Director of the United Nations Development Program (UNDP), where she worked to maximize the impact of technology on a global stage, covering 170 countries. Shirin’s work was recognized by the CIO 100 Award in 2019, 2021 and 2022. She was honored to be named as The World's 100 Most Influential People in Digital Government in 2019.
