OVERVIEW
Life insurers have long relied on high-quality bonds and equities to meet long-term liabilities. But search for yield during the prolonged period of low interest rates led insurers to expand investments into alternative asset classes such as private credit, real estate, infrastructure, hedge funds, and private equity (PE). This trend is most noticeable when PE firms own or otherwise influence insurers to take greater advantage of synergies between their asset management and insurance underwriting businesses.
The resulting shifts in asset allocation are continuing despite higher interest rates and are part of a larger trend away from publicly traded assets and into privately managed assets. Intertwined with this shift in investment portfolios is the increasing use of asset-intensive reinsurance of life insurance liabilities, often offshore.
The panel will explore the rationale for this shift, the benefits and risks associated with it, and the financial stability and regulatory implications.

Tobias Adrian
Financial Counsellor and Director of the Monetary and Capital Markets Department, IMF
Tobias Adrian is the Financial Counsellor and Director of the Monetary and Capital Markets Department of the International Monetary Fund (IMF). In this capacity, he leads the IMF’s work on financial sector surveillance, monetary and macroprudential policies, digital money, financial regulation, bank resolution, and capital markets. He also oversees capacity building activities in IMF member countries with regard to the supervision and regulation of financial systems, bank resolution, central banking, monetary and exchange rate regimes, tokenized money and finance, and debt management.
Prior to joining the IMF, Adrian was a Senior Vice President of the Federal Reserve Bank of New York and the Associate Director of the Research and Statistics Group. At the Federal Reserve, he contributed to monetary policy, to financial stability policies, and to crisis management.
Adrian has published extensively in economics and finance journals. His research spans macro-finance, monetary policy, and financial stability, with a focus on aggregate consequences of capital market developments. He has taught at Princeton University, New York University, and Seoul National University, and served on the editorial boards of the International Journal of Central Banking and the Annual Review of Financial Economics.
Adrian holds a Ph.D. from the Massachusetts Institute of Technology in Economics, an MSc from the London School of Economics in Econometrics and Mathematical Economics, a Diplom from Goethe University Frankfurt and a Maîtrise from Dauphine University Paris. He received his Abitur in Literature and Mathematics from Humboldtschule Bad Homburg.

Jonathan Dixon
Secretary General, IAIS
Jonathan Dixon is Secretary General of the International Association of Insurance Supervisors (IAIS), a position he has held since November 2017.
Dixon has a long association with the organisation. Prior to becoming Secretary General, he was a member of the Executive Committee from 2009 – 2017 and served as Chair of the Implementation Committee from 2012 – 2017. In addition, Dixon chaired the Governing Council of the Access to Insurance Initiative, a joint programme of the IAIS and development partners aimed at strengthening responsible and inclusive insurance.
Prior to joining the IAIS, Dixon was Deputy Executive Officer at the Financial Services Board of South Africa, with responsibility for insurance regulation and supervision. He was appointed to this position by the Minister of Finance in 2008. Previously, he also worked for 10 years for the National Treasury of South Africa on economic and financial sector policy issues.
Dixon holds a master’s degree in Economics from the London School of Economics, UK, and a bachelor’s degree in Economics from the University of Cape Town, South Africa.
Scott White
Member of Executive Committee, IAIS Insurance Commissioner for Virginia and President Elect of the National Association of Insurance Commissioners
Scott A. White was appointed Commissioner of Insurance of the Virginia State Corporation Commission’s Bureau of Insurance in 2018. He was elected NAIC Vice President in December 2024.
White joined the Bureau as a research analyst in 1998. From 1999 until 2011, he worked as an attorney advising the Bureau on all major insurance regulatory and compliance matters. In 2011 he became head of the Commission’s financial services legal division, expanding his practice areas to include securities and banking.
White has chaired the Financial Condition (E) Committee, the Long-Term Care Insurance (EX) Task Force, and the Southeast Zone. He currently serves as a member of the International Association of Insurance Supervisors (IAIS) Executive Committee and previously served on the IAIS Macroprudential Committee and Insurance Capital Standard Task Force.
White received a Bachelor of Arts degree from the University of Virginia and a law degree from the University of Missouri.
Shigeru Ariizumi
Chair, Executive Committee of IAIS Special Advisor to the Minister of State for Financial Services, Financial Services Agency of Japan
Shigeru Ariizumi is the Special Advisor to the Minister of State for Financial Services at the Financial Services Agency of Japan. He plays leading roles in various international fora. He serves as the Chair of the Executive Committee of the IAIS and is a member of the FSB Plenary, representing the IAIS. He also serves as the Vice Chair of the Board of IOSCO.
Ariizumi was Vice Minister for International Affairs of the FSA of Japan from July 2023 to July 2025.
Before assuming his position in July 2023, Ariizumi held key positions at the Ministry of Finance (MOF) and the FSA. At the MOF, he worked as G7/G20 Deputies Deputy in the Finance Track and also supervised Japan’s relationship with the IMF and the World Bank. At the FSA, he led the team under Japan’s G20 Presidency in 2019. He also has extensive experience in supervision, holding senior management positions in all banking, securities and insurance.
Ariizumi holds a bachelor’s degree in law from the University of Tokyo and a master’s degree from Harvard Law School. He has passed the bar in Japan and the United States and is a registered attorney in the State of New York.
Petra Hielkema
Vice Chair, Executive Committee (EIOPA), IAIS Chair, European Insurance and Occupational Pensions Authority
Petra Hielkema is the Chairperson of EIOPA and has been leading the Authority since September 2021, following their appointment by the European Council on 27 May 2021 after confirmation by the European Parliament on 18 May 2021. In 2025, Hielkema is also chairing the Joint Committee (the role rotates between the ESA Chairs). In that capacity, they are also the deputy Vice Chair of the ESRB Steering Committee and the ESRB General Board in 2025. Hielkema was appointed as Vice Chair of the IAIS Executive Committee in December 2024. Besides that, they are also the Chair of the IAIS Fintech Forum.
Prior to this role, Hielkema was Division Director of Insurance Supervision at De Nederlandsche Bank (DNB, the Dutch Central Bank) as well as Alternate Member of the EIOPA Board and Chair of the EIOPA Policy Committee. Hielkema joined DNB in February 2007 as a policy advisor, contributing to the development of Solvency II. In 2013, they became Head Insurance Policy, and in 2015, they were appointed as Head of the DNB Expert Centre for Fit & Proper assessments. In February 2017, Hielkema started as Director of Payments and Market. Prior to joining the Dutch Central Bank, they fulfilled several roles working in Central Asia.
Hielkema has a European Masters in Law & Economics and a Masters in Russian Studies.
Ricardo Garcia
Managing Director for Supervision, Bermuda Monetary Authority
As the Managing Director since May 2022, Ricardo Garcia is responsible for supervising insurance, banking, trust, corporate services, investment and money service business regulated entities, including micro and macro prudential supervision and surveillance, and anti-money laundering/anti-terrorism financing and conduct supervision. Mr. Garcia is a Member of the Executive Committee (ExCo) of the International Association of Insurance Supervisors (IAIS) and also serves as Vice-Chair of the IAIS’ Policy Development Committee (PDC).
Garcia joined the Bermuda Monetary Authority (Authority or BMA) in August 2013 and has held various positions, the latest of which Chief Actuary being responsible for providing actuarial advice throughout the organization and to the wider Bermuda insurance market.
Prior to joining the Authority, Garcia worked for Deloitte Consulting LLP, from February 2012 to July 2013 in New York City as a Manager on actuarial, risk management and regulatory matters. Previously, he worked for the Portuguese Insurance and Pension Funds Supervisory Authority (PIPFSA), from June 2000 to January 2012 in several supervisory and actuarial roles. As a representative of the PIPFSA at the European Insurance and Occupational Pensions Authority (EIOPA), he worked extensively on the construction of the Solvency II regime. Mr. Garcia began his career in internal audit at the Central Bank of Portugal from October 1999 to April 2000.
Garcia is a Fellow of the United Kingdom Institute and Faculty of Actuaries, a Full Member of the Portuguese Actuarial Society and a Member of the Portuguese Order of Certified Accountants. He holds a Master of Science in Actuarial Science and a Bachelor of Arts in Management, both from the Lisbon School of Economics & Management of the University of Lisbon.
Doug Niemann
Executive Vice President and Chief Risk Officer, Athene Holding Ltd
Doug Niemann has served as Athene’s Executive Vice President and Chief Risk Officer since May 2020. Mr. Niemann is responsible for overseeing enterprise risk management functions, as well as providing key support in connection with strategic operating decisions across the Company. Mr. Niemann brings over 25 years of experience and expertise in risk management related to insurance. Prior to joining Athene, Mr. Niemann was the Senior Managing Director of lnvestment Management and Chief lnvestment Risk Officer for Guardian Life Insurance Company.
Before joining Guardian Life Insurance Company, Niemann was the Managing Director and Chief lnvestment Strategist of Global Insurance Solutions at JP Morgan Asset Management and served as the Managing Director and Head of Asset Liability Management at AIG Asset Management. He also held the positions of Head of lnvestment and Financial Risk and Head of Group Risk Modeling at Zurich Financial Services.
Niemann has a Master of Business Administration in risk management and insurance as well as finance, investments and banking from the University of Wisconsin Madison School of Business and a Bachelor of Arts degree in economics from Northwestern University in Evanston, Illinois.
Doriana Gamboa
Managing Director – Financial Institutions Group, Fitch Ratings
Doriana M. Gamboa is a Managing Director in Fitch Ratings’ Financial
Institutions Group. She is the Regional Group Head of Insurance for North
and Latin America. She manages the Life, P&C, Healthcare and ILS sectors,which includes coverage of over 200+ entities with 800+ credit ratings. She has authored various research reports and participated in financial institutions industry panels.
Previously, Gamboa was the first appointed Chief of Staff for the Global Analytical Group. She worked closely with the senior analytical management team in running Fitch’s largest business group and served as a strategic partner and advisor to the Global Analytical Head. Prior that, Gamboa was a Senior Director in Fitch Ratings’ financial institutions group for over fifteen years, covering a variety of banks in terms of size and complexities. Her primary coverage and rating analysis included the large Canadian Banks and various US based Global Trading Banks. Prior to joining Fitch Ratings, Gamboa worked at Brown Brothers Harriman analyzing counterparty risk in the international division.
Gamboa holds a B.A. in Economics from Rutgers University with concentration in Finance.
