Peek-into-Training—Capacity Development for Projecting Public Debt: The Public Debt Dynamics Tool (DDT)

OVERVIEW

Governments can face significant resource constraints for carrying out public debt projections and analyses, especially in emerging market economies and low-income countries. To assist overburdened staff, the IMF’s Institute for Capacity Development developed the simple Excel-based Public Debt Dynamics Tool (DDT) that streamlines the process of projecting public debt under a variety of scenarios. The DDT can easily accommodate governments’ specific interests (e.g., indexed debt and natural disasters), and it has allowed several governments to quickly enhance their analysis of public debt. DDT training is part of a comprehensive IMF effort to provide capacity development on public debt issues through a wide variety of technical assistance and course offerings.

Marie Pierre Aquino Coste
Economist, Institute for Capacity Development, IMF

Marie Pierre Aquino Coste, a national of the Dominican Republic, is an economist at the General Macro and Fiscal Division of the IMF Institute for Capacity Development (ICD). Before joining the Fund, she held positions at the Central Bank of the Dominican Republic, as head of the External Sector Analysis and Forecasting Division, and as Adjunct Professor of Time Series Econometrics, International Economics and Microeconomics at the Pontificia Universidad Católica Madre y Maestra (Dominican Republic). Her research focuses on international business cycles, international financial economics, monetary and fiscal policy, and macroeconomic forecasting. She holds a MSc. in Macroeconomic Policy and Financial Markets from Barcelona School of Economics (Spain), an MA in Economics from The University of Manchester (UK), a Certificate in Econometrics from the London School of Economics (UK) and a BSc. in Economics from Pontificia Universidad Católica Madre y Maestra (Dominican Republic).

   
Leonardo Martinez
Senior Economist, Institute for Capacity Development, IMF

Leonardo Martinez, a national of Argentina, is a senior economist at the IMF Institute for Capacity Development, where he teaches courses on financial programming and fiscal, monetary, and exchange rate policy, and provides technical assistance on public debt projections.  Leonardo first studied economics at the Universidad Nacional de Tucumán and received a Ph.D. in economics from the University of Rochester.  Before joining the IMF, he worked at the U.S. Federal Reserve Bank of Richmond.  At the IMF, he also worked at the Macro Financial Division of the Research Department and participated in missions with the Western Hemisphere and Fiscal Affairs departments.  His research focuses on sovereign risk, sovereign debt management, fiscal rules, international reserves, mortgage markets, and political economics.  His research has been published in journals such as the American Economic Review, the Journal of Political Economy, American Economic Journal: Macroeconomics, the Journal of Monetary Economics, the International Economic Review, the Journal of International Economics, the Journal of Economic Theory, the Review of Economic Dynamics, Economic Letters, Economics & Politics, the B.E Journal of Theoretical Economics, the International Economic Journal, and Economic Quarterly.
