OVERVIEW

GovTech activities focused on public finance digitalization have been increasingly pervasive in the IMF’s fiscal capacity development work and accelerated during and after the COVID-19 pandemic. GovTech initiatives can have significant positive impact on public finance and support macroeconomic resilience, by securing government resources, improving the management of public finance, as well as enhancing governance and transparency. Examples include: i) improving fiscal operations for citizen service delivery; ii) strengthening fiscal transparency and accountability; and iii) ensuring sustained revenue mobilization. Guinea Bissau and the Philippines may be presented as case studies.

Sailendra Pattanayak
Deputy Division Chief, Fiscal Affairs Department, IMF

 

Mr. Sailendra Pattanayak is currently a Deputy Division Chief in the Fiscal Affairs Department of the IMF. He has extensive experience in the public financial management area and the wider public sector. Since joining the IMF in 2006, he has advised a wide range of countries, of all income levels, on public financial management and fiscal transparency issues. Prior to joining the IMF, he held senior positions in the Indian federal government, including at the ministry of finance. He has written several papers and has led analytical projects at the IMF on a broad range of fiscal issues, including the development of standards and guidance material on fiscal transparency and digitalization of public finance. He holds a degree in mechanical engineering, as well as master’s degrees in public administration and public policy respectively from the École Nationale d'Administration (ENA) and Sciences Po in Paris.

 

 


 
Suleimane Seidi
Minister of Economy and Finance of Guinea Bissau

 

Prior to be appointed Minister (mid-August 2023) Mr. Seidi was Secretary of State of Treasury (2018-20), FAO consultant for Land Taxation (2021-2023), DG of Microcredit Supervision, DG of Financial services and Insurance Supervision, DG of Contributions and Taxes, DG of Customs, Advisor to the Prime Minister (2007), Director of Cabinet of the Minister of Finance (2004-2007) and held various other positions. At the WAEMU level, he was GNB Representative at the Regional Council for Public Savings and Financial Markets, Commissioner of the Banking Commission, and Member of the Expert Committee of CIMA (Inter-African Insurance Market Conference). Minister Seidi speaks Portuguese, Russian, French, and English.

 

 


 
Dr. Joselito R. Basilio
Undersecretary, Department of Budget and Management, Philippines

 

 

Dr. Joselito R. Basilio is the Principal Economist of the Department of Budget and Management, serving the Department in its work on budget policy, strategy, research, statistical methods and economic analysis. Prior to his assignment at the DBM, he served at the Bangko Sentral ng Pilipinas as a Principal Researcher. He has done graduate studies in Development Economics at UP Diliman, Applied Economics at the University of Michigan-Ann Arbor, and Ph.D in Economics at the University of Illinois in Chicago.
