Launch of A Winning Project of the Climate Innovation Challenge: Machine Learning Toolbox for Climate Policy Analysis (MLCPA)

OVERVIEW

 

The event will open with introductory remarks from Bo Li, Deputy Managing Director of the IMF. It marks the launch of the MLCPA tool, developed by a winning project team from the IMF Climate Innovation Challenge to analyze emission patterns and mitigation policies. Reaching the net-zero goal is a daunting task. The level of carbon emissions has to fall substantially at a speed rarely witnessed in history, making it imperative to identify structural breaks in emission patterns and understand their driving forces. However, with highly non-stationary climate data, this is a challenging task for traditional approaches. The machine learning-based, four-pillar toolbox attempts to address this issue, help users identify and dissect these structural breaks, and shed light on potential game-changing policies for mitigating emissions. Through live demonstrations and case studies, the event aims to help the audience better understand the economic intuition and policy implications of the toolbox’s outputs and illustrate how the tool’s sectoral perspectives can make climate policy design more targeted.

Herve Tourpe
Unit Chief, Information Technology Department, IMF

Herve Tourpe leads initiatives offering unbiased expertise to the IMF’s Member Countries on the opportunities and risks associated with transformative technologies. These include Fintech (such as digital money), Govtech, AI, Blockchain, Big Data, and cloud computing, with special focus on emerging and low-income nations. Mr. Tourpe is a seasoned expert in innovation and digital strategies, particularly in areas of financial inclusion, sustainable development, digital payment, and CBDC.

Bo Li
Deputy Managing Director, IMF

Bo Li assumed the role of Deputy Managing Director at the IMF on August 23, 2021. He is responsible for the IMF’s work on about 90 countries as well as on a wide range of policy issues. Before joining the IMF, Mr. Li worked for many years at the People’s Bank of China, most recently as Deputy Governor. He earlier headed the Monetary Policy, Monetary Policy II, and Legal and Regulation Departments, where he played an important role in the reform of state-owned banks, the drafting of China’s anti-money-laundering law, the internationalization of the renminbi, and the establishment of China’s macroprudential policy framework.

Yunhui Zhao
Economist, Strategy Policy and Review Department, IMF

In addition to leading the interdepartmental team on the climate toolbox, Yunhui Zhao also oversees the extension and maintenance of some IMF-wide machine learning-based text analysis tools. Previously, he worked in the Strategy, Policy, and Review Department's Macro Risk Unit, where he was part of a team that applied machine learning to revamp the IMF’s Vulnerability Exercise. He also worked in the African Department (AFR) and the Monetary and Capital Markets Department. Mr. Zhao joined the IMF in 2016 through the Economist Program. He has six years of experience in country work and FSAP and has authored/coauthored over 10 publications in academic journals and IMF working papers on topics like housing, macro-finance, monetary policy, and climate change. He initiated and coauthored the trade chapter in AFR’s April 2019 Regional Economic Outlook, which received coverage from CNN and the Washington Post. He holds a Ph.D. in Economics from New York University.

Li Tang
Senior Computational Economics Expert, Information Technology Department, IMF

With over a decade of experience in econometric modeling and data analysis, Li Tang has collaborated with the Research Department and Area Departments on several empirical studies for the World Economic Outlook and Regional Economic Outlook. She regularly teaches courses on quantitative analysis and econometrics at the IMF and has published in economic journals. Additionally, she has served as a referee for peer-reviewed journals in industrial organization and health economics. She holds a Ph.D. in Economics from University of Maryland.

Ivan Pavletic
Head of the Multilateral Cooperation section, State Secretariat for Economic Affairs (SECO)

Ivan Pavletic joined SECO in 2011 as Program manager for the World Bank Group (WBG). From 2014 to 2017, he served as Senior Advisor to the Swiss Executive Director at the WBG. Between 2017-2020, he was Head of the Policy and Services section at SECO. Mr. Pavletic holds a Ph.D. from the Swiss Federal Institute of Technology (ETH) Zurich and a Master in Economics from the University of Fribourg.
