OVERVIEW

The IMF’s member countries, especially developing countries, face large development needs which have been complicated by recent shocks. To help countries mobilize the resources required to make progress along their development needs, the IMF together with the World Bank and development partners are advancing the Domestic Resource Mobilization Initiative called by the G20 in 2023. For the IMF, boosting capacity development in this area is at the center of this initiative. The recently launched Global Public Finance Partnership (GPFP) will assist in fostering good policies and strong management of member countries’ public resources by combining the IMF’s leading expertise on public revenue and spending. The IMF has also recently reviewed its Capacity Development Strategy to ensure the Fund’s support is tailored to country needs and well-integrated with its policy advice and financial support. Taken together, these efforts will help countries unlock domestic resources to meet their development needs.

Dominique Desruelle 

Director, Institute for Capacity Development , IMF 

  

 

Dominique Desruelle is Director of the Institute for Capacity Development (ICD) at the International Monetary Fund (IMF). Mr. Desruelle previously held several senior positions at the IMF. Prior to joining the IMF in 1993, Mr. Desruelle taught economics at the Université de Montréal and the Université du Québec à Montréal. A native of France, he holds a Ph.D. in economics from Princeton University, a M.Sc. in mechanical engineering from Illinois Institute of Technology, and a Diplôme d’ingénieur (5-year engineering degree) from the École Centrale de Paris.   

 
 

Vitor Gaspar

Director, Fiscal Affairs Department, IMF 

  

Vitor Gaspar is Director of the Fiscal Affairs Department at the IMF. He joined in 2014. Before that, he was Portuguese Minister of State and Finance from 2011–13 and has held various positions in European and Portuguese institutions, including head of BEPA at the European Commission, director-general of research at the European Central Bank, director of Economic Studies and Statistics at the Central Bank of Portugal, and Director of Economic Studies at the Portuguese Ministry of Finance. Mr. Gaspar holds a Ph.D. and a post-doctoral agregado in Economics from Universidade Nova de Lisboa; he graduated from Universidade Católica Portuguesa.  

     

Carlos Fernández Valdovinos

Minister of Economy and Finance, Paraguay

  

Carlos Fernández Valdovinos is a well-known economist, both nationally and internationally. He holds a Ph.D. in Economics from the University of Chicago, a Masters in Economic Policy from the University of Illinois at Urbana-Champaign, and a degree in Economics from Brazil's Federal University of Paraná. Professionally, he has extensive experience as a policymaker. He served as Chief Economist of the Central Bank of Paraguay (CBP) from 2001 to 2004. He held the position of Senior Economist for Argentina at the World Bank (2004-2006) in Washington, DC. In 2006, he joined the International Monetary Fund (IMF) as a Senior Economist for country missions in the African, European and Western Hemisphere departments. He has also served as the IMF Resident Representative for Brazil and Bolivia since 2011. In October 2013, he was appointed as Governor of the CBP for a five-year term. In 2023, he was appointed Minister of Economy and Finance for the 2023-2028 term.

 

 


 

Abena Osei Asare

Minister of State for Finance, Ghana 

  

 

Hon. Mrs. Abena Osei-Asare, is a Banker and Chartered Accountant. She has served as a Member of Parliament (MP) since January 7, 2013 representing the people of Atiwa East in the Eastern Region. Prior to entering Parliament, Hon Abena Osei–Asare worked as the Assistant Director for the New York University in Ghana (2004-2007), and also as Customer Team Leader (2007-2009) and as a Sales Dealer in the Treasury Department (2009–12) both at Barclays Bank Ghana Limited.

     

William Roos

Assistant Secretary for Multilateral, Development and Trade Affairs, French Treasury

  

William Roos is Assistant Secretary for Multilateral, Development and Trade Affairs at the French Treasury. He previously served as Director for France at the Board of Directors of the European Bank for Reconstruction and Development, as Economic Counsellor for Southern Africa at the Embassy of France in Pretoria and as Head of International and Domestic Macroeconomic Policy Department at the French Treasury. William Roos holds a Master of advanced studies in industrial economics, microeconomics and econometrics from the Sorbonne University and from the National School of Statistics and Economic Administration (ENSAE-Paris Tech).
