Capacity Development Talk: Building Capacity in Fragile States From Iraq to Yemen

OVERVIEW

This 25-minute CD Talk will present innovative forms of tailored engagements to build statistical and fiscal capacity in fragile and conflict-affected states, with recent examples from work carried out with Yemen to produce key macroeconomic statistics from scratch to help unlock external financing and debt relief, to the journey of the Central Bank of Iraq to develop a macroeconomic projection tool and a consistent macroeconomic framework.

Abdulqader Ameen Abdulraheem

Deputy Assistant for the External and Financial Relations Sector, Ministry of Finance, Yemen

  

 

Abdulqader Ameen is a financial expert, serving as Deputy Assistant for the External and Financial Relations Sector at the Ministry of Finance of Yemen since January 2024. With nearly two decades of experience in public finance management, his previous positions include Director General of the Data and Information Department at the Ministry of Finance and Director of the Accounting Unit in the Ministry of Finance Office in Taiz Governorate. Mr. Ameen holds a bachelor's degree in Accounting from Sana'a University. His areas of expertise include government accounting, budget and data analysis. His extensive experience and deep knowledge make him an invaluable voice in discussions on capacity development in fragile states. 

     

Bruno Rocha

Senior Economist, Statistics Department, IMF

  

Bruno Rocha is a Senior Economist of the Statistics Department at the IMF. He joined in 2017. Before that, he worked in the National Treasury of Brazil, where he established the Government Finance Statistics (GFS) Unit in 2008 and led it until 2015. He then became Director of Fiscal Affairs in the Brazilian Ministry of Finance (2016-2017). He has extensive practice as a professor, and currently leads and designs training at the Statistics Department. He is also involved in extensive technical assistance in public sector debt statistics, including in fragile states. During 2017-2020 he worked as a GFS Advisor at the IMF’s Regional Center in Central America and is based in Washington DC since 2020. Mr. Rocha holds a master’s in Public Finances from the University of Brasilia and is a Project Management Professional, certificated by the PMI.

     

Yurii Sholomytskyi

Senior Economist, Institute for Capacity Development, IMF

  

 

Yurii Sholomytskyi has been with the Institute for Capacity Development since 2021, where he leads and contributes to technical assistance projects in Armenia, Oman, and Iraq. In addition to his project work, he teaches ICD training courses in Financial Programming and Policies, as well as Fiscal Frameworks, fostering the development of skills in these crucial areas. Yurii has over 16 years of experience as an economist, specializing in macroeconomic modeling, analysis, and forecasting.

Franck Bousquet

Deputy Director, Institute for Capacity Development, IMF

  

 

Franck Bousquet is the Deputy Director of the Institute for Capacity Development. Previously, Franck was the deputy director coordinating the Fund’s engagement with Fragile and Conflict-affected States (FCS). Notably, Franck led the preparation of the IMF FCS Strategy approved by the Board in March 2022. Before joining the IMF, he was the senior director of the World Bank’s Fragility, Conflict and Violence (FCV) Group where he led the development of the Bank’s first FCV Strategy. In this role, he mobilized expertise and supported teams across the Bank to design and implement programs in collaboration with humanitarian-development-peace partners, including the implementation of the $25 billion International Development Association financing package for the poorest countries. Franck previously held roles in the public and private sectors focused on sustainable development, finance and capital markets. He holds an MBA with a specialization in finance from Columbia Business School and a graduate diploma in engineering from France.
