OVERVIEW

Join us in exploring how digital interoperability across revenue and spending agencies can be a key component of digital transformation to make fiscal operations more effective. 

While digital transformation is often focused first within agencies, a broader perspective reveals tremendous opportunities. Where do opportunities exist? How should they be approached, and what lessons can be learned from others? 

This workshop will explore these issues, drawing from the experiences of practitioners that have achieved tangible, measurable results. 

PANELISTS

Ms. Sharon Almanza

Treasurer, Bureau of the Treasury, The Philippines

Sharon P. Almanza serves as Treasurer of the Philippines. She previously held the position of Deputy Treasurer at the Bureau of the Treasury (BTr) and was seconded to the World Bank Group from 2021 to 2023 as Alternate Executive Director and Senior Advisor for the Constituency of Brazil, Colombia, Dominican Republic, Ecuador, Haiti, Panama, Philippines, Suriname, and Trinidad & Tobago. As Deputy Treasurer, she oversaw the Bureau’s Accounting, Asset Management, Research, and Regional Services, and led major public financial management reforms, including the implementation of the Treasury Single Account. Before joining the BTr, she served at the Department of Finance’s (DOF) International Finance Group (IFG) as Division Chief for Debt and Risk Management and Multilateral Assistance. In her capacity as Treasurer of the Philippines, she also sits on the boards of various government financial institutions and interagency bodies, contributing to policy formulation and oversight across key areas of public finance. Treasurer Almanza holds a graduate degree in Asian Public Policy from Hitotsubashi University in Tokyo, Japan, and a bachelor’s degree in Economics from the University of the Philippines Diliman

Mr. Mentor Hyseni

Director General, Tax Administration of Kosovo

Mentor Hyseni is the Director General of the Tax Administration of Kosovo (TAK), with over 20 years of experience in public finance, internal audit, governance, institutional management, and public-sector reform. Since his appointment in August 2025, he has led TAK’s reform and modernization agenda. Mr. Hyseni has been actively involved in advancing digital and data-driven approaches to tax administration, including the development of electronic services, software-based fiscalization, interoperability, and the modernization of tax processes. His reform vision is centered on building a transparent, efficient and digitally connected tax administration that strengthens voluntary compliance and contributes to sustainable public revenues. He has represented Kosovo in international and regional forums on tax administration and public finance, including discussions on digital transformation, artificial intelligence, institutional reform, and the future of revenue administration. Mr. Hyseni holds an MBA from the University of York and the University of Strasbourg, as well as Master’s and Bachelor’s degrees in Banking and Finance from the University of Prishtina. He is a Certified Internal Auditor (CIA), Certified Public Accountant, and Licensed Trainer

Deputy Director

Juan Toro is Deputy Director of the IMF’s Fiscal Affairs Department (FAD), in charge of: managing FAD budget, relationship with development partners, overseeing governance and operations of FAD’s capacity development (CD), coordinating FAD’s CD to the IMF’s Western Hemisphere region, and coordinating FAD work on digitalization of public finance operations (GovTech). He previously was Assistant Director in charge of the IMF’s revenue administration CD to Europe, Asia, Middle East, and Central Asia. He has led and participated in IMF’s Technical Assistance (TA) missions in taxation in more than 40 countries and has authored and contributed to several analytical papers in taxation. Before joining the IMF in 2007, he was the Commissioner of the Chilean Tax Administration (Servicio de Impuestos Internos, SII) from 2002 to 2006, and held several managerial positions at the SII in previous years. In 2004, he received the Wharton-Infosys Business Transformation Award for leading the online tax administration model in Chile. His experience in the private sector entails managerial positions and member of the board of directors in Chilean companies. He graduated as Civil Industrial Engineer and earned a Master’s Degree in Economics and Management at the University of Chile
