Dan Katz assumed the position of First Deputy Managing Director of the IMF on October 6, 2025. Mr. Katz most recently served as Chief of Staff at the United States Department of the Treasury. He was the principal advisor to the Secretary of the Treasury on a wide range of domestic and international matters, including on some of the most consequential international economic issues involving the United States. Mr. Katz has over a decade-long association with the Treasury, serving as Senior Advisor to the Under Secretary for International Affairs, Counselor to the Assistant Secretary for International Markets, and Policy Advisor in the Office of Terrorism and Financial Intelligence. In addition to his work at the Treasury, Mr. Katz spent several years in the private sector, where he worked at a global macro hedge fund, and as an investment banker at Goldman Sachs. He was also a senior fellow at the Manhattan Institute, focusing on central banking, international economic issues, and economic statecraft, and served as an advisor to the Commander of U.S. forces in Kabul, Afghanistan. Mr. Katz received a Bachelor of Arts from Yale University and a Juris Doctor magna cum laude from New York University School of Law.

Yan Liu is the General Counsel and Director of the Legal Department at the International Monetary Fund (IMF). She advises the IMF’s Executive Board, management, staff, and country membership on all legal aspects of the IMF’s operations. Over her career at the IMF, Ms. Liu has led the Legal Department’s work on a wide range of policy, country, and strategic issues, including reforms to IMF lending and sovereign debt policies; central banking and financial sector legal frameworks; corporate and household insolvency and public debt management. Ms. Liu is widely published on various aspects of the law, and policy perspectives such as private debt, sovereign debt restructuring, and good governance.

Nandalal Weerasinghe is the Governor of the Central Bank of Sri Lanka. He served at the Central Bank of Sri Lanka nearly 30 years in different capacities including Chief Economist/Director of Economic Research, Assistant Governor, Deputy Governor and Senior Deputy Governor. He also served as an Alternate Executive Director for India, Sri Lanka, Bangladesh and Bhutan at the IMF. He has worked as an independent consultant for economic and financial matters for multilateral agencies and global investment firms before assuming duties as the governor. He has published several research papers in international and local journals. He holds a PhD and MA degrees in economics from the Australian National University, and a B.Sc. degree from the University of Kelaniya. Mr. Weerasinghe has been rated ‘A‘ grade Central Bank Governor by Global Finance Magazine in 2024 and 2025.

Rüdiger von Kleist is the Deputy Director General for International Finance at the Federal Ministry of Finance of Germany. He was born and raised in Namibia. He joined the Federal Ministry of Finance in 1991, after completing his PhD in economics at the University of Freiburg. At the ministry, he has held a number of leadership positions during the past 27 years, including the responsibility for international relations in the cabinets of three ministers, the divisions for Systemic Financial Stability, Tax Revenue Estimation, Research and Macroprudential Supervision as well as the IM. Mr. von Kleist has also spent 2 years as an IMF’s Executive Director for Germany.

Simon Harris is the Deputy Prime Minister and Minister for Finance of Ireland. He previously served as Prime Minister from April 2024 to January 2025 and will resume that role in November 2027. Mr. Harris has served in government in several portfolios, including Minister for Foreign Affairs and Trade, Minister for Defense, Minister for Further & Higher Education, Research, Innovation and Science and Minister for Health. He previously served as Minister of State at the Departments of Finance, Public Expenditure and Reform. He was first elected to the lower house of the Parliament of Ireland in 2011 and was its youngest member. Mr. Harris has served as leader of the Fine Gael party since March 2024.

Hideaki Imamura is Senior Deputy Vice Minister of Finance for International Affairs at the Ministry of Finance of Japan, responsible for multilateral policy coordination including G20, G7 and the IMF and bilateral cooperation with advanced economies. Since his joining the Ministry of Finance, Mr. Imamura has taken charge of policy making mostly in the international domain. His past career at the Ministry extended to a variety of dimensions, including the IMF/MDBs, G20/G7, foreign exchange, climate and environment finance, economic security, digital currencies, and fiscal policy. His most recent assignments were Executive Director for Japan at the World Bank Group and Deputy Vice Minister of Finance for Asian financial cooperation. Mr. Imamura also has rich experiences in international organizations as staff. He was a country mission chief for selected South Asian countries at the Asian Development Bank for four years; and took charge of financial resource mobilization at for the International Monetary Fund for five years. Mr. Imamura graduated from the University of Tokyo and earned MA in Applied Economics from the University of Michigan.  

Gilles Roth is the Minister of Finance of Luxembourg. He studied at the Centre Universitaire de Luxembourg and the Université Catholique de Louvain in Belgium, where he obtained degrees in law and in business administration and management. From 1991 to 1994 Mr. Roth worked as a lawyer. In 1995, he joined the Ministry of Finance, before being seconded to the Luxembourg Court of Auditors and the Permanent Representation of Luxembourg to the European Union in Brussels. Mr. Roth joined the Parliament of Luxembourg in April 2007 and in 2013 became chairman of the Christian Social People's Party political group. Successively re-elected to the parliament, he co-chaired this political group from 2021 until he joined the government as Minister of Finance in 2023.

Steven Collet is the Deputy Director General of International Cooperation at the Ministry of Foreign Affairs of the The Netherlands. He has been working on economic development, trade and investment throughout his career, active in multilateral, bilateral and private sector arenas. He served as a diplomat in Tanzania and Vietnam. He was Chief of Staff and Director for Sustainable Economic Development at the Ministry of Foreign Affairs. He was Executive Board member of IDH, the sustainable trade initiative, making the business case for sustainable global value chains. Mr. Collet studied social sciences in Brussels and Nijmegen. He is alumnus of THNK School of Leadership in Amsterdam.

Pietro Lazzeri has been the Head of the Economic Cooperation and Development at the State Secretariat for Economic Affairs of Switzerland since 1 September 2025. He was the Swiss Ambassador to Brazil from 2021 to 2025 and to Cameroon, the Central African Republic and Equatorial Guinea from 2017 to 2021. From 2013 to 2017, he was deputy head of mission in Italy and, between 2011 and 2013, he held the same position in Venezuela. Between 2007 and 2011, he was deputy head of the Section for Humanitarian Policy and Migration within the Peace and Human Rights Division of the Federal Department of Foreign Affairs. He worked from 2004 to 2007 as deputy head of mission in Guatemala, El Salvador and Honduras and from 2002 to 2003 in Vietnam. Between 1997 and 2002, he held various positions within the Swiss Agency for Development and Cooperation (SDC), at the United Nations Mission in East Timor (UNAMET), as well as a delegate of the International Committee of the Red Cross (ICRC). Pietro Lazzeri holds a degree in history and economic history, and a master’s degree in international relations.

Franck Bousquet is deputy director of the IMF’s Institute for Capacity Development, overseeing the IMF’s global partnerships. Previously, he was the deputy director coordinating the IMF’s engagement with fragile and conflict-affected states, leading the preparation of the related strategy, approved by the Executive Board in March 2022. Before joining the IMF, he was the senior director of the World Bank’s Fragility, Conflict and Violence Group. Mr. Bousquet has also several years of leadership experience in low- and middle- income countries in Africa and the Middle East, including significant work on resilience and reconstruction issues. He led an international effort providing for the first-time concessional financing to middle-income countries facing refugee crises. He previously held roles in the public and private sectors, focused on sustainable development, finance and capital markets. He holds an MBA with a specialization in finance from Columbia Business School and a graduate diploma in engineering from France.
