Overview

How can countries build resilience amid overlapping shocks, transformative change, and diminished buffers? This seminar brings together senior policymakers and thought leaders from emerging and developing economies to share successful reform stories. Panelists will explore what sparked meaningful change, sustained implementation, strengthened institutions, and helped overcome political economy challenges. The discussion will highlight the importance of policy sequencing, country ownership, and effective partnerships, including lessons from IMF surveillance, IMF-supported programs, and capacity development. Through policymakers’ firsthand experiences, the event will show how timely reforms, strong frameworks, and agile international support can foster more resilient, stable, and dynamic economies over time.

Álvaro Santos Pereira

Governor, Banco de Portugal

Governor Álvaro Santos Pereira has served as Governor of the Banco de Portugal since 6 October 2025. Prior to his appointment, he held several senior leadership positions at the Organisation for Economic Co-operation and Development (OECD), including Chief Economist and G20/G7 Finance Deputy.

 

He also served as Director of Policy Studies in the Economics Department and Director of the Country Studies Branch. Before joining the OECD, he was Minister for Economy and Employment in the 19th Constitutional Government of the Portuguese Republic, where he led key economic and labour market reforms.

 

Governor Santos Pereira has had a distinguished academic career, holding faculty positions at Simon Fraser University, the University of York, and the University of British Columbia. He holds a Bachelor's degree in Economics from the University of Coimbra, a Master's degree in Economics from the University of Exeter, and a PhD in Economics from Simon Fraser University.

Julio Velarde

Governor of the Central Reserve Bank of Peru

 

Julio Velarde has served as Governor of the Central Reserve Bank of Peru (BCRP) since October 2006 and has been reappointed for an additional term through 2031.

He previously served as a BCRP Board Member (1990–1992, 2001–2003) and as Executive President of the Latin American Reserve Fund (FLAR) from 2004 to 2006.

At Universidad del Pacífico (UP), he held several academic leadership roles, including Full Professor, Chair of the Economics Department, and Dean of the Faculty of Economics.  He holds an M.A. in Economics from Brown University, where he also pursued PhD studies. He earned his B.A. in Economics from UP.

Yusuf Murangwa

Minister of Finance and Economic Planning, Rwanda

 

Mr Murangwa Yusuf is the Minister of Finance and Economic Planning. He is a professional statistician and operational researcher with over 20 years of experience in official statistics, development and national economic development. He holds a Master’s Degree in Applied Statistics and Operations Research from Cardiff University.


Until his appointment, he served as the Director General of the National Institute of Statistics of Rwanda since 2009. He also served as the Chairperson Board of Directors of Rwanda Revenue Authority and the Chairperson Board of Directors National Identification Agency.


He has contributed to statistics development both at regional and global levels in various capacities including as the Chair of the Board of PARIS21 (Partnership for Statistics Development in 21st Century) at OECD.

Nigel Clarke (Moderator)

 Deputy Managing Director, IMF

 

Nigel Clarke has served as Deputy Managing Director of the International Monetary Fund (IMF) since October 31, 2024. Before joining the IMF, he was Jamaica’s Minister of Finance and the Public Service and a Member of Parliament, leading major economic reforms that strengthened fiscal governance, public sector management, central bank independence, and disaster risk financing. He also guided Jamaica’s economic response to the COVID-19 pandemic and advanced innovative financing initiatives in international capital markets. In 2022, he was elected Chairman of the Board of Governors of the Inter-American Development Bank and the Inter-American Investment Corporation. Earlier in his career, he held senior leadership roles in the private sector and worked at Goldman Sachs in London. Mr. Clarke holds degrees from Oxford University and the University of the West Indies.
