Attendance to the International Monetary Fund (IMF) and World Bank Group (WBG) Annual Meetings is by invitation only. All participants must be accredited in advance of the Meetings.

During October 5-11, Annual Meetings badges will be required for admission to secure areas within the Banco de la Nación Office Tower, Lima Convention Center, National Museum, National Theatre, National Library, the plenary and at social events hosted by the Peruvian Authorities.
Governors and their Alternates must be duly accredited. Governors, Alternate Governors, and Temporary Alternate Governors appointed for the Meetings who have not provided accreditation information prior to registration are requested to present their official credentials at the Registration Desk at the National Library. It should be noted that, in the event a formal vote is required, a member’s vote is normally cast by its Governor, or if the Governor is unable to be present, by the Alternate Governor; if neither is able to be present, a valid vote can be cast only by an accredited Temporary Alternate Governor. THERE IS NO PROVISION FOR THE APPOINTMENT OF A TEMPORARY GOVERNOR, but a Governor may be appointed for the duration of the Meetings.
All participants should ensure that passports are valid for at least six months from the date of entry from the date of entry into Perú and obtain any necessary entry visas.. On July 1, 2015, the Government of Peru introduced a Special Visa Process for Annual Meetings participants (Read more...). If you require a visa to enter Peru, please apply as early as possible to the relevant Peruvian diplomatic or consular missions to allow sufficient time for processing. The lack of a valid visa may cause the authorities to deny boarding at the port of embarkation, as well as denied entry into Peru. For a complete list of visa requirements for participants travelling on official passports and those travelling on ordinary passports, please consult the detailed information below:
• Diplomatic, Special, Official, and Service Passports and UN, EC and OAS Laissez Passer will be allowed to enter Peru without a visa for a stay of up to 90 days from the date of entry.
• Ordinary passports from countries that do not require a visa: Accredited Annual Meetings participants holding passports from the 97 exempt countries do not require a visa to enter Peru, provided they stay less than 184 days.
• Ordinary Passports from countries that require a visa: Accredited Annual Meetings participants holding passports from all other countries require a visa to enter Peru. Visa requirements are specific to the individual’s category of participation (as defined by the Government of Peru). Read more…

Travel to Peru
Annual Meetings Participants should make their own travel arrangements to and from the Annual Meetings and are urged to arrange flight reservations as early as possible in order to obtain their preferred flights and dates of travel.
The Peruvian Health Service advises that no vaccinations are required to enter Peru. However, participants coming to Peru from or through areas infected with yellow fever should consult their local authorities regarding applicable vaccination requirements.
Delegates and other Annual Meetings participants are strongly advised to arrange for their own insurance for individual travel, medical care, and personal effects while attending the Meetings. Participants at the 2015 Annual Meetings in Lima are not covered for insurance purposes by the World Bank Group, IMF, or the Government of Peru, nor will these institutions accept responsibility for personal injuries, loss or damage to participants’ personal property.

Participants arriving at Jorge Chavez International Airport will proceed through designated lanes for Annual Meetings participants at both Immigration and Customs areas.

Participants will be requested to show an Official Annual Meetings Registration Confirmation Letter along with national passports or other means of photographic identification, to board the shuttle buses to the official hotels.
Depending on traffic and the time of your flight, transport time from Jorge Chavez International Airport to Lima city hotels is approximately 60 minutes.
Heads of Delegations – Facilitated Arrivals
Heads of Delegations will be met by a representative of the Host Government on the air bridge of their arriving flight and escorted to VIP Arrival Hall for passport processing and baggage retrieval. Up to one (1) additional accompanying person can be accommodated in the sedan provided by the Host Government. Members of the accompanying party that are not accommodated in the Host Government-provided sedan or delegation-arranged transportation will be directed to shuttle buses (Airport departures will operate in the same manner, with Immigration and Customs procedures facilitated).
Between October 1 and October 12, the Host Government will make available one sedan and a driver to each Head of Delegation for official use in Lima. This car and driver will be assigned upon the arrival of the Head of Delegation at Jorge Chavez International Airport.

Weather - October is one of the most pleasant months for traveling in Perú. It is described as mild and warm. The daily temperature averages 12° Celsius (54° Fahrenheit) and 24° Celsius (75° Fahrenheit) in the evenings.

Currency - The local currency is Peruvian Nuevo Sol (PEN). The exchange rate as of May 2015 is US$1 = 3.15 PEN. Credit cards are widely accepted in Lima. ATMs and currency exchange desks are readily available at the airports and in the meeting venues.

Tax - In Perú, the equivalent of VAT or GST, known as Impuesto General a Las (IGV) is 18%, is levied and is nearly always included in the price. In hotels and some restaurants, you will also encounter a service charge which varies from 10% to 15%.
Water - In Perú, water from the tap is safe to drink. Bottled water will be available throughout the buildings in the meetings venues.
Electricity - Electrical voltage (110/220) and outlets (Type B/Type L) vary in Peru (see photos). Voltage converters and plug adapters are recommended.

A dedicated bus service for Meetings participants from the Lima International Airport to the official hotels will start on October 1 and from the hotels to the Meetings campus October 5. Also on October 5, there will be a circulator bus route that will follow the perimeter of the Meetings campus (connecting all drop off, pickup, entry, and screening points). The National Cultural Center serves as the transportation hub.
Nine bus lines will run between the airport, hotels, and Meetings campus. Each line will be color coded and encompass several co-located hotels. The buses will run at 25-30 minute intervals. Hospitality Desks located in each of the official hotels (staffed from 6:00 am to 8:00 pm), along with abundant Annual Meetings signage, will direct participants to the nearest bus stop. The complete list of bus routes and schedules will be provided as they become available.
Participants will be required to show an official Annual Meetings Badge or Annual Meetings Registration Confirmation Letter along with national passports or other means of photographic identification, to board the shuttles.

Heads of country delegations will be provided a sedan with a driver and accompanying security/liaison for the duration of the official visit (the service will run from 7:00 am to 11:00 pm daily). The sedan cannot be transferred to another minister or used by staff.
Between October 1 and October 12, the Host Government will make available one sedan and a driver to each Head of Delegation for official use in Lima. This car and driver will be assigned upon the arrival of the Head of Delegation at Jorge Chavez International Airport. If the Head of Delegation is replaced during this period, the sedan may be transferred to the minister designated as Head of Delegation but the car cannot be transferred to an alternative delegate nor used by staff. Please note that sedan use is restricted to the period from 7:00 am to 11:00 pm due to regulations on working hours of drivers.
In cases where a delegation’s embassy has not provided their own Liaison Officer, the Peruvian authorities will provide one English-speaking liaison to accompany the Head of Delegation in the car provided by the Host Government. The delegation will be responsible for scheduling the car through the liaison officer as the drivers may not speak English. According to the above arrangements, a maximum of two seats are available for the Head of Delegation and accompanying person. If needed, Delegations may arrange for additional transportation through embassies, rental companies or other resources.
Details of the procedures for obtaining the special passes required
for private vehicles to access the Meetings venue have been provided
by the Host Government (see attached document). The process requires
the submission of a form, via email, providing information related to
the vehicle and the driver. Once the submission is cleared, the Host
Government will issue a pass similar to the attached image.

Below is a brief summary of types of events associated with the Annual Meetings. A complete listing of events can be found on the Schedule page.
Plenary seating diagrams indicating sections reserved for delegations and invited participants will be available on IMF Connect, monitors in the lobbies of the meetings venues and at the Documents Center. Plenary seating includes seats for each member country’s Bank and Fund Governors. Each delegation will be allocated two seats immediately behind its Governor(s). All other members of the delegation will be seated theater-style in reserved areas.
In the context of the Annual Meetings, the IMF and WBG also host meetings of the International Monetary and Financial Committee and the Developments Committee, as well as Seminars and other a number of related meetings of groups of country delegations, such as the G-20, G-24, and Commonwealth beginning on Tuesday, October 6.
The seminars and flagship events that take place during the week of the Annual Meetings create a forum for government delegates, policy-makers, the private sector, representatives of civil society, academics and senior WBG and IMF staff to engage on the major financial and development issues currently confronting the international community. They are designed to generate discussion and debate as well as promote partnership, cooperation, and knowledge-sharing. These events are open to all accredited participants. There is no separate registration, and attendance is on a first-come, first-seated basis.
Hospitality Programs (conducted in English) have been organized by the Host Government and are specially tailored to allow all registered participants to experience the many facets of Lima and its vicinity. During October 5-11, Annual Meetings badges will be required for
admission to secure areas within the Banco de la Nación Office Tower,

Library, the plenary and at social events hosted by the Peruvian
Authorities. During the period of the meetings, participants are
required to pass through X-ray and Magnetometer checkpoints, in
addition to the badge check.
The IMF and World Bank Group will employ the standard security and emergency response capabilities for the Meetings. Security arrangements will be provided through partnerships with the Policía Nacional del Perú (National Police) and qualified security staff. These steps, tailored to the current risk environment, are intended to ensure everyone’s safety during the Meetings, and to ensure that we are prepared to respond to unexpected events.
In the event of an emergency, participants will be notified by the following inside the buildings:

• Security staff or venue staff
In addition, in order to convey emergency information to participants, the following communication methods will be used:

In an emergency, the buildings may be evacuated or you may be told to remain indoors until the situation has been resolved. In either instance, you will be notified by public address announcement, messages on digital signage/video monitors, or by security personnel.
In case of an earthquake:
Remain calm and go to the inner safety sites identified inside the building; such as the joining points of beams and columns, areas close to elevator banks and structural plates. However, if you are on the ground floor, the best option is to exit the building to an outdoor safety area.
Once the seismic activity stops, it is advisable to leave the building through the marked and illuminated evacuation routes, following the building security staff’s instructions.
In case of fire or smoke in the building:
In case of smoke or fire, do not await for a public announcement - leave immediately via the established evacuation routes, following the security staff’s instructions.
Visibly display your Meetings ID badge at all times inside the venues. Keep your ID badge in a secure place when outside the security perimeter, but readily accessible in order to display upon request at security checkpoints.

• Do not leave laptops, mobile phones, or other personal items unattended.

Delegation offices at the Banco de la Nación Office Tower are available for occupancy from 8:00 a.m. on Monday, October 5 until 6:00 p.m. on Monday, October 12. Offices will be furnished in one of three standard layouts and basic office supplies will be available at the business centers are expected to provide their own administrative assistance.
Detailed information regarding delegations offices were indicated on the “Office Space Request Form” distributed through the World Bank Group and IMF Executive Directors’ offices. Delegations requiring offices that have not yet submitted the form should promptly contact their respective Executive Directors’ offices and send their request to AMOffices@imf.org. All queries regarding offices should be directed to the Office Arrangements Help Desk in Lima at 701-9258 or e-mail to the address noted above.
Confirmation of the approved office requests, provided via e-mail, will indicate the summary of the requests and the itemized charges. Kindly note that delegations are responsible for the full payment of office space, equipment requested, and call charges incurred. Charges for office space and equipment must to be prepaid by Monday, September 7, to the account established by the Host Government upon receipt of the office assignment confirmation. To make long distance calls, you will need to purchase calling cards from the AM Services areas in either the Banco de la Nación Office Tower or at the National Museum.
As per previous overseas Annual Meetings, office supplies will be provided by the host government to all offices. They will be available for pick up at the Business Centers located in the National Bank Office Tower, specific locations will be provided nearer the Meetings date. Please see the attached office supplies documents for details.
Business Centers with internet kiosks, scanners/copiers, networking areas and an attendant will be available at the Banco de la Nacion (5th and 9th through 25th floors), Museo de La Nacion (1st floor) and Lima Centro de Convenciones (3rd floor), open daily from 8:00 a.m. to 6:00 p.m. from Monday, October 5 to Sunday, October 11.
Business Center Conference Rooms to accommodate up to 30 people will be available in the floors of the Banco de La Nacion assigned as offices (9th through 23rd floors). A conference center, including meeting rooms (up to 40 people) and bilateral meeting rooms with interpretation rooms (up 40 people), is located on the 18th through 20th floors. These meeting rooms can be reserved through the “Book a Meeting” link on the IMF Connect platform.
Executive Directors and Delegations may make reservations beginning on Monday, August 17. The reservation phone number in Lima is 701-9257.
Registration Counters for the Annual Meetings will open on Monday morning, October 5 at the Main Registration Desk located in the lobby of the National Library. Registration will operate through Sunday, October 11. Delegate badges for the Annual Meetings will be valid for entry into all Annual Meetings buildings from Monday, October 5, through Friday, October 11. Annual Meetings 2015 badges need to be issued to staff members going to Lima.

Other Meetings Participants can rent local cell phones between October 5 and 12, from 8:00 am to 8:00 pm, at the stands located on the 1st floor of the National Musuem and the National Bank Office Tower.
The IMF Publications Program will have a booth set up in the lobby of the National Bank Office Tower from Tuesday, October 6 through Sunday, October 11. Staff will be on hand to provide demonstrations of the IMF eLibrary and answer questions about the IMF Publications Program. Some complimentary publications will be available at the booth and other locations in National Museum.
All official documents and member’s statements will be published on IMF Connect, including official documents for the Annual Meetings plenary, Governor’s statements, Flagship IMF Publications, IMFC documents and statements, and DC documents and statements, will be posted on IMF Connect.

Statements by Members
Governors’ Statements can be in the form of videos or written statements. Statements should express the Governors’ views on economic and financial issues that relate to the agendas of the Annual Meetings. Please see guidelines for submitting Governors' Statements (link available to Executive Director offices only).
IMFC Members’ Statements intended for circulation to members and to Executive Directors, and Fund management should be sent to the SECAI, SECOP, and SEC, DOCSUBMIT mailboxes, preferably by the close of buisness on Wednesday, October 7. These statements will be circulated electronically when received, and posted on IMF Connect. Members should also indicate in their email whether they wish to have a statement placed on the Fund’s external website, including whether the text should be posted on the website immediately or at the conclusion of the meeting.
Other Document Related Services
Document Translations - Requests for translation of Annual Meetings-related documents should be submitted through the usual channels established for IMF/WBG translation requests. Should you require additional information or experience any difficulty in submitting your translation requests, please contact the Chief Translator's Office (CHFTRANSGRP@imf.org).
T-Copia will operate one service center in Banco de la Nacion Office Tower, Service Center, Level 1. T-Copia’s will provide a wide range of services, including simple copying, high-quality printing, and professional binding and finishing. Requesters will need to make payment arrangements directly with T-Copia. Attached please find the rate card for T-Copia’s services.

For departments and offices that will require complex print services during the Meetings or would like to request print services prior to arriving in Lima, please send e-mail requests to Raul Delgado at firstname.lastname@example.org.
A walk-in copy center will be available on the (5th floor) of the Banco de la Nacion Office Tower for delegations, Executive Directors’ offices, and staff. The copy center will be managed by the host government for ad hoc print jobs on A4 paper. The use of the copy center is recommended for high-volume printing jobs. Printing is available in either black and white, or color. The services provided by the copy center are on a complimentary basis to delegate offices, Executive Directors’ offices, and staff.

Consistent with past practice, Governors and Alternate Governors of the Fund may request payment of per diem costs associated with their attendance at the Lima Annual Meetings.
Currency Exchange Services will be available at the of the National Bank Office Tower (1st floor), between October 5 to October 12, from 8:00 am to 6:00 pm.
There will be 12 ATMs located within the Meetings venues: 6 at the National Bank Office Tower, 3 at the National Museum, and 1 at the National Library, and 2 at the Lima Convention Center. They will accept cards issued abroad and dispense both domestic currency and US dollars.
